I meet the same problem. I solve the problem by selecting the first submission type instead of uploading file. Following the provided instructions can submit the result successfully.

Oh, I just received your letter but my email seems unable to send out the reply letter. My state had updated to “Finshed” the same day I submited, taking about 4 hours. But my file size is just 19.5MB
